BASIC REGISTERS

Summary

  • ROB – register of inhabitants
  • ROS – register of persons (companies)
  • RUIAN – register of territorial identification, addresses and real estates
  • RPP – register of rights and responsibilities of public authorities

Unique solution to centralize and keep actual most common and widely used information, as a part of eGovernment and Smart Administration strategy of Czech government.

Basic registers are central information source for information systems of public authorities. In addition basic registers are central hub for interchange of additional information, related to information, stored in basic registers – e. g. IS of vehicles, IS of drivers, IS of foreigners etc.

Information, stored in basic registers are continually checked and improved, by integration are removed discrepancies in data (e. g. territorial identification – maps, names of the streets etc.).

Support is provided by central Service desk of Basic registers (new application rolled out 1st of May 2013).

Operational status

Start 1. 7. 2013

  • Over 463 mil. transactions since 1st of July 2012.
  • Over 2 529 public authorities connected.
  • Over 3 613 IS of public authorities connected.
  • Over 10 000 SD requests.

Areas of development

Provide info about inhabitant to commercial bodies upon inhabitant request – access of commercial bodies to the basic registry info. Connect additional public authorities bodies IS`s for taxation, health insurance and employment purposes. Be basic for integration of all public authorities IS – eGovernment integration bus.

EGON Shared Services in the Czech Republic

EGON is a marketing interpretation of eGovernment in the Czech Republic. EGON does not bend legislation so it fits information technology. EGON respects long-term existing administrative processes in public administration. EGON consists of components mapped as parts of human body:

  • Czech POINT (fingers)
  • Databox system (blood)
  • Base Registry (brain)
  • KIVS (veins)
  • Legislation changes (heart)

EGON is implemented as orchestrated set of shared services on central, regional and local levels.

eGovernment – part of Smart Administration Governmental Strategy

Smart Administration Strategy should improve the quality of service provided by government agencies to their clients, e. g. to the citizens, companies, also the other governmental agencies. Smart Administration is in an intersection of six factors: citizens, legislation, organization, clerks, finance and information technology.

eGovernmet is only one sixth of Smart Administration, but equally important as the other five ones. Smart Administartion is governed by Czech Government supported by RV KIS – Interministerial Co-ordinating Body based within the Office of the Czech Government.

Base Regisry

Base Registry concept is based on the need of secure data interchange between thousand of information systems of public administration. Basic register contains reference data about inhabitants, companies, building. Information systems of public administration shall use these reference data, when carrying the data of inhabitants, etc.

Reference data are written by editing information systems, other systems reading them only. Basic register defines not only value of reference data, but unique editing entity of this data too.

Base Registry architecture

Base Registry (BR) include:

  • BR of Inhabitants – holds the data of inhabitants
  • BR of Persons – holds the data of companies and governmental agencies
  • BR of Territorial identification, addresses and real estates – holds the data of buildings
  • BR of Rights and responsibilities – holds the data about administrative decisions

Converter – converts the identifiers of subjects.

Information system of BR – interconnects BRs and other systems.
